Official requirements in the Protocol

A claim can be based on paying data (vs. free data) as long as 3 criteria are met:

• The data does not hinder the validation and verification by the independent third party

• It is allowed in the sectoral methodology

• No equivalent (in terms of coverage, precision, reliability) public database exists
